what is considered proper attire for a fine dining event?

I’ll be going on a dinner train ride in California in a couple of weeks and it requires us to dress as we would for any fine dining experience. Am I to wear a dress and heels or would dress slacks and a nice shirt be appropriate? Any suggestions appreciated!

I think either a dress or slacks should be all right, considering that the event is on a train – you want to be comfortable, after all. Think about dressing up your outfit with a handbag or pearls. Sometimes, accessories can make a big difference.
